SC CARES Act Relief Grant Programs Process Timeline

The state received more than 11,000 applications for the SC CARES Act Relief Grant Programs. The volume of applications and the necessary review of all submitted documentation as outlined in Act 154 of 2020 helped establish and refine the process timeline.

  • Sept. 25, 2020: Effective date of Act 154, which created the Relief Grant Programs and allocated the designated funding for the programs.
  • Sept. 25-Oct. 18, 2020: Creation of online grant application forms, applicant training materials and associated communications to inform the public of the grants and application window.
  • Oct. 19-Nov. 1, 2020:  SC CARES Act Relief Grant Program application window.
  • Nov. 4, 2020: Announcement of 11,217 applications received, with a total requested amount of $289,277,149. Act 154 allocated $65M for both grant programs – $40 million for the Minority and Small Business Relief Grant Program and $25 million for the Nonprofit Relief Grant Program.
  • November – Early December:  Preliminary validation conducted by the South Carolina Department of Revenue (DOR) and the South Carolina Secretary of State (SoS) of business and nonprofit application information against the agencies’ records.
    • Review panels established by Act 154 met to evaluate applications and recommend grant awards. Panels were provided information from DOR and SoS for evaluation of applications.
    • Admin’s Grants program manager, Guidehouse, canvassed applications received for the existence of supporting documentation required by Act 154.
  • Beginning Early December: Contacting of applicants if additional information and documentation was needed to complete review.
  • Dec. 10, 2020: Nonprofit Panel makes final grant award recommendations.
  • Dec. 15, 2020: Minority and Small Business Panel makes final grant award recommendations.
  • Mid-December: For the applicants the panels recommended, and prior to executing any agreements to award funding, a due diligence review is conducted by Guidehouse, the South Carolina Department of Administration and DOR to include a review for tax delinquencies, necessary licensure, licensure violations, etc.
  • Dec. 18, 2020 – Early January: Notification to be made to all applicants the panels recommended to receive a grant award and who receive a successful due diligence review, no later than Wednesday, Dec. 30, 2020. Actual payments should occur in late December 2020 through January 2021. Notification of those not receiving an award will be sent late December 2020 into January 2021.
