SC CARES Act Relief Grant Programs

IMPORTANT UPDATES

(Posted 3.29.21) As indicated in the State of South Carolina COVID Relief Fund Agreement each SC CARES Act Minority and Small Business Relief Grant recipient signed prior to receiving their awarded funding, grant funds awarded through the program are considered taxable income:

“Beneficiary will comply with all Internal Revenue Service requirements relating to the tax status of funds provided to Beneficiary, including the Grant, under the CARES Act. Beneficiary is responsible for consulting any tax or legal professionals as necessary for this purpose.”

Each SC CARES Act Minority and Small Business Relief Grant recipient will receive a 1099 from the South Carolina Comptroller General’s Office to use to file on their income taxes. 

SC CARES Act Relief Grant recipients who received their funds prior to Jan. 1, 2021, received their 1099s by Jan. 31, 2021, for filing on their 2020 income tax return.

SC CARES Act Relief Grant recipients who received their funds after Jan. 1, 2021, will receive their 1099s by Jan. 31, 2022, for filing on their 2021 income tax return.

(Posted 1.13.21) Minority and Small Business Relief Grant Process Overview and Notification Update

Today, email notification will be sent to all minority and small business applicants who were not awarded funding through the Minority and Small Business Relief Grant Program.

Between the end of September and December 2020, Admin worked with Guidehouse, the state’s grant management provider, to establish and follow an appropriate process that fulfilled the requirements of Act 154.

(Posted 1.12.21) Nonprofit Relief Grant Process Overview and Notification Update

Today, email notification will be sent to all nonprofit applicants who were not awarded funding through the Nonprofit Relief Grant Program. 

Between the end of September and December 2020, Admin worked with Guidehouse, the state’s grant management provider, to establish and follow an appropriate process that fulfilled the requirements of Act 154.

In the coming days, minority and small business applicants who did not receive funding through the Minority and Small Business Relief Grant Program will be notified via email. At that time, Admin will post an overview of the process for awarding the Minority and Small Business Relief Grant.

Minority and Small Business Relief Grant Program

Notification to Minority and Small Business Relief Grant Program applicants the panel recommended to receive a grant award and who received a successful due diligence review was completed Dec. 30, 2020. In accordance with Act 154, the entire $40 million has been awarded. Act 154 of 2020 allocated $40 million for the Minority and Small Business Program, with grant awards ranging from $2,500-$25,000. The total number of application submissions for the Minority and Small Business program was 9,627, with a total requested amount of $213,297,112.30. 

A total of $40 million in grant funding will be disbursed through January 2021.

Nonprofit Relief Grant Program

Notification to Nonprofit Relief Grant Program applicants the panel recommended to receive a grant award and who received a successful due diligence review was completed Dec. 30, 2020. In accordance with Act 154, the entire $25 million has been awarded. Act 154 allocated $25 million for the Nonprofit Program, with grant awards ranging from $2,500-$50,000. The total number of application submissions for the Nonprofit program was 1,590 with a total requested amount of $75,980,037.43.

A total of $25 million in grant funding will be disbursed through January 2021.
