Assistance for Governmental Entities

Assistance for government entities – local, county and state governments and municipalities – is provided through the Coronavirus Relief Fund. To learn more about the fund, please see below.

The Coronavirus Relief Fund:

  • Provides $150 billion in direct aid to state and local Governments.
    • Each state receives a $1.25 billion minimum plus an enhancement based on population.
    • South Carolina’s share is $1.996 billion.
    • Local governments with populations > 500,000 could apply directly for their portion. Greenville County was the only local government eligible for direct application ($91 million).
  • May be used to cover only those costs of state and local government that:
    • Are necessary expenditures incurred due to the public health emergency with respect to COVID-19.
    • Were not accounted for in the budget most recently approved as of the date of enactment of the Act.
    • Are incurred during the period between March 1 – Dec. 30, 2020.
  • Are used at the Governor’s discretion.

Initial Guidance Indicates:

  • Funds may only be used to reimburse state and local Governments for COVID-19 related expenses.
  • Funds may not be used for revenue shortfalls.

Actions to Date:

  • April 15 – Application submitted to U.S. Treasury.
  • April 16 – First deposit received ($998 million).
  • April 24 – Second deposit received ($998 million minus $91 million sent directly to Greenville County).

All CARES Act Funds are being held by the South Carolina Department of Administration.
